Changes to Region Mayor applications

Now that we are well under development with the players, we are going to require that a region be developed before we acknowledge you as mayor. This is set in place to ensure that players are investing their time in a region instead of us giving them the entire region only for them to disappear forever a few days later. As we are an open server with no whitelist, players who come and play on the server for a few days at most are common so we want to prioritize players who will be with us.
