SleepyAppa is correct. You do not have jurisdiction over claims outside the boundaries in your region. The best you can do is leave a sign outside of his claim asking him to remove it. Also, can I inquire as to why your coordinates consist of 5 numbers? There should only be 3 (X, Y, Z).
